Where is a good place to live where they have annual temps ranging from 70 to 90F?

I’m looking for these traits for a place to live:

USA or Global
Good moderately to low(1,000) population
Near a clean beach with blue, green. turquoise or emerald clear water
Decent economic standards (I currently live in Dallas, TX)
Layed-back community for the most part
Simple life
Walking distance for most part or scooter/golf cart but possibly near(within 40 minutes) a more developed area.

I’m not interested in becoming a corporate mogul. I want to find good local people to hang out with, a beach to admire and participate in boating activities, a simple job on the beach in a restaurant or on a boat. I’m not worried about hurricanes or other natural occurrences.

      Well I’m sure you could find a low population city by going on the outskirts or off a few miles, but I’d try some places in florida or california. I’ve been to San Diego 4 times and it’s insane, the water in florida is much warmer though, just too many hurricanes for my liking.
