      You can get some balloons and tie them to the cart.

      Take plastic eggs and attach them to yarn then hang them around the top on the cart. Have a big stuffed bunny siting on the roof, streamers wrapped around any bars, a Happy Easter sign on the back, and a big egg on the front.
