How do I take the governor off my 1990 EZ GO Marathon Golf Cart?

I have a later model (1990) EZ-GO golf cart, which currently tops out around 20 mph. I have seen “chip controllers”, and “freedom plugs” for models beginning at 2000, but nothing available for the 1990 Marathon model. Is there a way I can rig something up, or remove a specific plug to take the limiter off? Thank you in advance!
